Use a tripod! When shooting landscapes, especially in the predawn and post sunset times - you'll require a very long exposure! (Creating an acceptable depth of field necessitates shooting at minimal apertures - which means long shutter speeds.) Don't even think of attempting to get a competition winner by shooting handheld.
